Provides an overview of the historical evolution of the criminalization and institutionalization of persons with schizophrenia spectrum disorders. Details the history of state hospitals and overcrowding. Discusses the implications for the CARE process, including how CARE can break the cycle of homelessness, criminalization, and institutionalization.
