November 2025 – Success Story
Building Stability Through Person-Centered Housing Approaches
Counties are adopting flexible, person-centered housing strategies that expand options, repurpose existing resources, and balance client choice with safety and well-being to promote stability, independence, and long-term recovery.
Innovative and Flexible Housing Approaches
Counties are implementing creative and adaptive housing solutions that expand options, promote stability, and integrate supportive services to foster independence and reduce stigma. In Siskiyou County, the new Siskiyou Village tiny home shelter program includes dedicated units for CARE Act participants and continues to explore long-term housing pathways that enhance client stability and autonomy. Meanwhile, Los Angeles County is repurposing existing housing stock—such as converting hotels and expanding residential care programs—to create more inclusive, service-rich environments. These models collectively demonstrate how flexible housing strategies can meet diverse needs while promoting dignity and community connection.
Centering Client Choice and Engagement
Effective housing strategies prioritize client agency while ensuring safety and well-being. Both Siskiyou and Los Angeles Counties emphasize the importance of engaging participants where they are—listening to their needs, preferences, and goals—to build trust and support sustainable recovery. When client housing choices differ from provider recommendations, maintaining open communication, patience, and flexibility is essential. A proactive, person-centered approach helps balance autonomy with care, leading to stronger partnerships and long-term stability.
