How CARE is Transforming Lives and Systems Across California
As counties across California continue implementing the CARE Act, there are some promising early successes that are emerging—many deeply rooted in individual recovery, strategic collaboration, and increased access to services.
Client Impact:
Many counties have shared powerful stories of client progress, including stronger engagement and trust with the team, and overall stability, including with housing outcomes. In Butte County, one CARE participant in particular has made meaningful progress with their recovery, moving into stable housing and engaging consistently with providers and in court proceedings. Another individual, once hesitant to engage in treatment due to deep mistrust, is now actively building rapport with the CARE team and fully participating in services with enthusiasm.
Stronger Collaboration:
Many counties described strides in cross-system coordination, which is helping to bridge service gaps and strengthen support. For example, Imperial County highlighted deepened collaboration between courts, public defenders, and county counsel, resulting in greater accessibility and improved client care. Santa Clara County shared that collaborative partnerships with housing providers have helped secure stable housing for CARE clients.
